This is Breakaway Cable.
The Ring RCT761 is a breakaway cable with a fixing bracket and bolts to attach to the trailer, with quick-release carabina to attach easily to the towing vehicle. All trailers with a laden weight of over 750kg must have brakes, and these trailers must also be fitted with a breakaway cable.
